Mr. President,
I whole-heartedly disagree. We can absolutely understand what has happened here. This man is a terrorist. More than that, He is a Radical Islamic Terrorist. Once you understand How and Why this happened, you can then devise a plan of action to prevent similar acts in the future; punish this man and any others responsible.
oh, maybe that's what you were trying to say. ...we CANNOT fully KNOW the motive.... I understand now.
